The method by which the Wisconsin Department of Children and Families allocates funds to counties for child protective services may not be optimal for outcomes. This report examines two alternative methods: one based on the risk of child maltreatment each county faces and the other on the child welfare workload a county reports. After evaluating these alternatives for their effectiveness, equity, cost, and acceptability to counties, the authors recommend the risk factor method. They also detail ways DCF can encourage cross-county collaboration and thus use funds more efficiently.

The authors examine the environmental effects of Mexican President Vicente Fox's 2005 Automotive Decree which allows the importation of 10- to 15-year-old used vehicles to Mexico. The authors focus on the air pollution effects in Mexican border-states resulting from the increased vehicle flow and discuss whether the decree is a net benefit or detriment to the environment. Based on their findings, the authors recommend policy options to decrease vehicle emissions in the border region.

This report designs a package of construction mitigation services that the City of Milwaukee could implement to limit the negative impact construction projects have on surrounding businesses. After researching such services in cities across the country, the study evaluates alternatives against the goals of cost-effectiveness, ease of implementation, political feasibility, and equity. It recommends implementing a package of services that includes public meetings, communication with affected businesses, signage, a website, and business education. It also recommends that a program liaison coordinate these services and that the City of Milwaukee implement an evaluation system.

This paper analyzes the effects on Wisconsin taxpayers of the 1995 level-funding and 2001 per capita reductions to the Wisconsin Shared Revenue Program. The authors examine the impact these changes had on taxpayer equity across the state. They also study the combined affects of changes to Shared Revenue in conjunction with increased school funding to meet the two-thirds commitment on the levy taxpayers face. Authors conclude that changes to Shared Revenue has hurt taxpayer equity, and they recommend reinstating the Shared Revenue formula.

Corruption is a significant concern, especially for developing nations. Evidence indicates that high levels of corruption can have negative political, social, and economic repercussions -- all contributing to low levels of growth in gross domestic product. Through the method of cost-benefit analysis, this report evaluates the effect of Transparency International's Advocacy and Legal Advice Centers as an anticorruption strategy. The analysis suggests that the centers are an extremely cost-effective method of reducing corruption.

Wisconsin's incarcerated population has grown quickly in recent years, along with the attendant costs. Many people charged or convicted of crimes have drug or alcohol abuse problems which may drive their illegal behavior. The authors examine policy alternatives for reducing the costs of incarceration for some members of this population ? typically first-time offenders accused or convicted of non-violent crimes. Their report recommends that the Council study further these policy alternatives as well as the specific implementation options they offer in order to reduce the costs of incarceration in Wisconsin.

Research on NGOs in Nepal and Bangladesh reveals that with proper cooperation and coordination with the government, NGOs can play a vital role in service delivery in Afghanistan, where the government has insufficient resources to meet the growing demand for public services.

Retirement Benefits and Unemployment Insurance: What Creating Offsets for Social Security Retired-Worker Benefits Would Mean for Trust Fund Balances and Older Workers

In response to the strain on Unemployment Insurance (UI) systems during the economic recession of 1973-1975, some states began reducing an otherwise eligible worker?s UI benefits if that worker was simultaneously receiving Social Security retired-worker benefits. However, the national trend over the past 20 years is one of states steadily eliminating the use of these UI offsets. The analysis finds that offset implementation has a negligible impact on states? trust fund solvency, hurts workers older than 62 who are eligible for both UI and Social Security retired-worker benefits, and has uncertain effects on employers. To improve trust fund solvency, policymakers might consider moving states to counter-cyclical UI financing systems, implementing a solvency tax surcharge, or indexing the UI taxable wage base to states? average weekly wages rather than implementing offsets.

The Milwaukee Health Department operates six health clinics to provide services to uninsured and underinsured residents. This paper looks at ways by which the department could increase clinic revenue. At the time of the report, the department only billed Medicaid HMOs. The authors recommend that the health department make changes to its billing process, bill Medicaid for sexually transmitted disease tests and treatments, increase monitoring of the clinics, and investigate billing private insurance companies.

Using four evaluation criteria, this report evaluates whether Milwaukee should implement a transportation utility fee (TUF) to fund the operation and maintenance of transportation infrastructure in the city. Under a TUF, transportation infrastructure is treated as a public utility and fees are assigned according to usage. Based on the results of quantitative and qualitative analyses, the authors recommend the adoption of a TUF ordinance in Milwaukee. Such an ordinance would provide an additional revenue source for the City and more equitably distribute the burden of funding transportation infrastructure.

This report examines whether a bottle deposit law is a feasible way to increase Wisconsin?s recovery of recyclable beverage containers, which, in turn, benefits the environment. Each of the 11 states with bottle deposit laws has a significantly higher recovery rate than Wisconsin. This report analyzes the most pertinent features a Wisconsin deposit law should have and recommends that the Wisconsin Department of Natural Resources assess whether recent changes in recycling practices have increased Wisconsin?s recovery rate before pursuing enactment of a deposit law.

Property taxes are a visible and vital component of state and local government in Wisconsin. The authors contribute to the discussion of whether income tax credits designed to give property tax relief are accurate and equitable, and how the credits contribute to overall fiscal relief for median- and low-income Wisconsin residents with median-valued homes. The report analyzes the credit formulation; the distribution of relief among renters and between renters and homeowners; and the makeup of overall fiscal relief since 1991(92) through the credits and assistance to local governments.

Insurers in Wisconsin are not required to cover mental health services at the same level as physical health services. This discrepancy in coverage may prevent people with a mental illness from accessing the treatment necessary to function at their highest potential. This report explores the impacts of passing a mental health parity mandate in Wisconsin, which would prohibit separate cost-sharing requirements and benefit limits for insurance coverage of mental and physical health care within the state?s commercial insurance market. The analysis applies existing cost estimates from prior research of parity to the Wisconsin insurance market, identifies the benefits of parity for state residents, employers, and the government, and explores the political feasibility of passing the mandate.

This report analyzes the gender sensitivity of current and potential indicators for evaluating applicant countries. Developed as an income security alternative, reverse mortgages allow seniors to convert their home equity into cash income. This report provides the U.S. Government Accountability Office an assessment of the risks to borrowers, lenders, and the government. The authors conclude that reverse mortgages represent a viable retirement security alternative, as long as borrowers are willing to incur the high upfront costs and rules and regulations are enforced.

When leaving their jobs, many individuals in the United States roll their retirement savings into individual retirement accounts instead of leaving them in their 401(k) accounts. IRAs can have higher fees, which over time can reduce an individual?s overall retirement savings. This report offers the U.S. Government Accountability Office an overview of individuals? knowledge of the fees associated with IRAs and 401(k)s, the transparency of these fees, and the relationship between financial literacy and the decision to roll over. The authors recommend further research and enhanced fee disclosure requirements.

This report assesses alternatives for how the City of Milwaukee might complete its upgrade of street lighting circuitry to make it more reliable and cost effective. This analysis employs cost-benefit and political feasibility analysis to determine which alternative would be the best course of action. The authors recommend that in the short term, Milwaukee maintain the status quo policy of allocating $1 million annually toward upgrading remaining series circuits. In the long term, they advise that Milwaukee re-evaluate the policy in six years in light of any in changes in infrastructure functionality and political and financial circumstances.

Seventeen-year-olds accused of criminal offenses in Wisconsin have been under the jurisdiction of the
adult court system since 1995, when the court system?s treatment of juveniles was changed dramatically.
This report provides evidence that legislators should re-examine Wisconsin laws waiving juveniles into adult court and examines alternatives based on the goals of justice, equity, efficiency, operability, and scientific validity.

This report explores the role of water shortages related to transboundary rivers in interstate disputes in South Asia. The report analyzes the history and status of disputes, looking at the relationships between India and neighboring Pakistan, Bangladesh, and Nepal. The core of the report analyzes supply and demand with projections based on the PODIUM model. Water likely will continue to be a major source of conflict, as shortages will occur in India, Bangladesh, and, especially, Pakistan.

Milwaukee's Community Development Block Grant: Connecting Youth Services and Economic Development

The City of Milwaukee uses federal block grant funds to contract with community organizations for youth services. The Milwaukee Budget Office asked the authors to review CDGA?s Youth Services grant process to determine the effectiveness of Youth Services grants and to explore the possibility of better linking Youth Services programming to economic development. The authors conclude that though CDGA?s Youth Services grantees provide quality programming, the agency should adjust its reporting and monitoring systems to yield better performance data to reflect these efforts, and that shifting more money toward youth job training and placement would not result in stronger economic development outcomes relative to other uses of those resources.

An Analysis of a Red-Light Camera Program in the City of Milwaukee

Red-light running is the cause of approximately 1,340 crashes each year in the City of Milwaukee, resulting in an estimated societal cost of $131 million per year. This report analyzes whether implementing a red-light camera system at dangerous intersections would increase safety and create additional revenue opportunities for the city. The authors find that placing cameras at the city's 13 most dangerous intersections would result in a net present benefit of $7.6 million and create additional revenue of $4.8 million during a five-year period of time. Therefore, the authors recommend the City of Milwaukee implement a red-light camera program.

This report was done at the request of the Chicago field office of the U.S. Government Accountability Office. It investigates whether hybrid pensions might be worthy of further investigation by GAO. The authors review characteristics of traditional defined benefit and defined contribution pension plans, describe how hybrid plans combine features of both types, and assess hybrid plans? advantages and disadvantages for employers and employees. The report shows how few data on hybrid plans are available and concludes with a call for further study by GAO.

This report analyzes programs that would encourage residential property owners to maintain private sanitary sewer laterals in the City of Milwaukee. The authors recommend implementing a citywide insurance program to give long-term financial assistance to property owners. The U.S. and Chinese environmental protection agencies have agreed to pursue the use of market-based instruments to reduce sulfur dioxide emissions in China. This report explores the feasibility of using cap-and-trade, a specific type of market-based instrument, in reducing emissions in the current Chinese context. It assesses the political and regulatory feasibility, administrative feasibility, and the economic feasibility of China implementing a cap-and-trade policy to control SO2 emissions.

Investment advice is increasingly important as more Americans enroll in defined contribution retirement plans and assume more responsibility for ensuring sufficient retirement income. This report offers the U.S. Government Accountability Office a review of the legal restraints and practical shortfalls of investment advice given to defined contribution plan participants. The authors provide targeted recommendations for research to document sources of investment advice; the effects of advice on participant behaviors; how to improve communication of investment fees; and changes in the provision of investment advice resulting from federal regulations to be approved in 2010.

Act 141 specifically calls for the Wisconsin's government to acquire 10 percent of its electricity from renewable resources by December 31, 2007, and 20 percent by December 31, 2011. This report advises the Wisconsin Department of Administration in complying with these targets. The authors recommend that the Department of Administration purchase renewable electricity from local utilities that have invested in in-state state resources to meet Act 141's target.
