This graduate capstone project explores the potential for accessory dwelling units (ADUs) to expand housing options and support neighborhood stability in the City of Milwaukee. Through analysis of existing conditions, historical housing patterns, and peer city practices, the project identifies regulatory barriers that currently limit ADU development and proposes a comprehensive set of policy solutions. These include zoning code updates to permit ADUs by right, design and placement standards to ensure neighborhood compatibility, and strategies for financing and implementation. By positioning ADUs as a flexible housing tool for multigenerational living, aging in place, and incremental density, the project offers a practical framework to diversify Milwaukee's housing stock while maintaining the character of its residential neighborhoods.
