The Gartman Farms Neighborhood Development Plan is a graduate capstone project that presents a comprehensive vision for transforming a 275-acre site in Sheboygan into a vibrant, mixed-use, and multigenerational community. Developed through stakeholder engagement, site analysis, and precedent research, the plan addresses the city's urgent housing and workforce needs by proposing a diverse mix of housing types, integrated retail, and accessible public spaces. Emphasizing walkability, connectivity, and placemaking, the project introduces strategies such as form-based code, complete streets, and a central mixed-use hub to foster social interaction and neighborhood identity. By leveraging natural features and prioritizing inclusive, people-centered design, the plan offers a forward-looking model for sustainable growth that reflects the character of Sheboygan while supporting long-term community vitality.
