The Dunn County Criminal Justice Collaboration Council (DCCJCC) stressed the need for a
strategic planning process in which all stakeholders were involved. The council needed external
assistance in determining the best, most appropriate strategic priorities as well as a facilitator for
the strategic planning process. The purpose of the study was to facilitate a strategic planning
process that engaged the DCCJCC and its full membership of stakeholders to plan the next steps
in its future through completion of surveys, a SWOT analysis, brainstorming sessions, two half-
day workshops, a goal activity and in-person meetings and presentations. The project would
include the identification of targets and objectives based on the defined assumptions, and include
a mixed method of research (quantitative and qualitative data) to get insight and ideas from all
levels of stakeholders for foundation of the strategic plan and document. The plan would
exemplify successes and accomplishments made to date, incorporate the strengths and
weaknesses of the stakeholder teams, and highlight areas for further development, with the result
being long term goals and short term objectives that comply with specific, measureable,
achievable, relevant and time oriented criteria (SMART).
