Public and Private Sector Relationships in the Creation of Land Registration Systems
Abstract
When Albania passed from a centralized economy to a free market economy the need to register the properties which resulted from the privatization of land, buildings, and economic enterprises was raised.
This paper presents the way that the Project Management Unit of the Immovable Property Registration System (PMU-IPRS) has proceeded for the first registration according to the Action Plan for the Immovable Property Registration System.
The paper gives a description of the PMU relations with different public and private agencies in the creation of information for immovable property registration.
It summarizes the method of contracting with these agencies and other specialists for all work procedures that are related to the first registration. The contracts are described, beginning from the preparation of the basic maps upon which have been updated for the creation of the property index maps, the registration of the kartelas, and their information, the public display of registration documentation, and the digitalization of the property index maps. There are also contracts for the rehabilitation of the district registration offices, in order to create normal working conditions for the functioning of the Registration System. The paper also presents the procedures for the bidding of contracts and the mechanisms for quality control for the delivered products.
