The purpose of the study is to identify outcome based performance objectives for the Oneida Higher Education Department of the Oneida Tribe of Indians of Wisconsin. Another purpose is to gather data pertaining to the Oneida Higher Education Grant; a current identified outcome based performance objective. A survey developed by the researcher was mailed to 703 active Higher Education Department clients. A total of 278 responses were received. The response rate was 39 percent. Survey results were interpreted by the researcher through the use of frequency and percentages. It was found that the Onieda Higher Education Grant is making a positive impact on clients' lives. The grant makes it easier and in some cases possible for Onieda Tribal members to attend institutions of higher learning. Education fosters more marketability. Educated individuals have the skills to obtain higher paying employment opportunities. Higher incomes can lead to improved human conditions. It was also found that clients believe career planning is important for educational success. Therefore, this was recommended as a future outcome measurement objective. Based on the study's findings, recommendations were made to improve the marketing practices of the Onieda Higher Education Department. This includes providing clients with information on the 1996 Education Resolution and services offered. A recommendation was made to offer internship opportunities, funds permitting. Career advising was found to be an important aspect of educational planning. The researcher recommended that more resources be dedicated to this area. For future studies, it is recommended that a data gathering study be facilitated approximately every four to five years. It is recommended that a different time period be used to conduct the study, for example the months of May thru July. This could indicate if time period was a limitation to the current study. It is apparent that a survey tool would still be the best way to gather data for study purposes.
