The method by which the Wisconsin Department of Children and Families allocates funds to counties for child protective services may not be optimal for outcomes. This report examines two alternative methods: one based on the risk of child maltreatment each county faces and the other on the child welfare workload a county reports. After evaluating these alternatives for their effectiveness, equity, cost, and acceptability to counties, the authors recommend the risk factor method. They also detail ways DCF can encourage cross-county collaboration and thus use funds more efficiently.

This report analyzes the impact of these activities on regional stability and security and on other regional players, especially India, as well as trends and prospects for the region's future. The report discusses opportunities created for U.S. government action in the Indian Ocean region.

The Millennium Challenge Corporation, a U.S. agency that dispenses foreign aid to promote development in low-income and lower-middle income countries, reviews its indicators and methodology annually and then implements changes. This report analyzes the gender sensitivity of current and potential indicators for evaluating applicant countries. This report proposes modification of four indicators and creation of four indicators for the MCC to promote gender equality as a meaningful investment in economic development.
