- The problem was to determine if proposed guidelines for the Constructing of an Individualized Physical Education Program (IPEP) for the handicapped child would be approved by, a qualified panel of experts. A subproblem of the study was to determine if a proposed list of assessment instruments Would also be approved by members of a qualified panel.
