This paper develops a framework to assess the text-based public information provided on program&#13;
level government agency Web sites. The framework informs the larger e-government question of how,&#13;
or whether, state administrative agencies are using Web sites in a transformative capacity?to change relationships between citizens and government. It focuses on assessing the degree to which text information provided on government Web sites could facilitate various relationships between government agencies and citizens. The framework incorporates four views of government information obligations stemming from different assumptions about citizen?government relationships in a democracy: the private citizen view, the attentive citizen view, the deliberative citizen view, and the citizen?publisher view. Each view suggests inclusion of different types of information on government agency web sites. The framework is employed to assess state Web sites containing information about chronic wasting disease, a disease effecting deer and elk in numerous U.S. states and Canada.

This article describes a multicase field study of four public-facing Midwestern state agencies and&#13;
how they organized the work of reviewing and approving textual content for publication on Internet&#13;
Web sites. Drawing on field data and concepts from institutional theory, contingency theory, and&#13;
organizational design, the paper generates a framework to document systematically the processes and&#13;
practices involved in the review and approval of textual Web content. The framework is then used to&#13;
compare textual content management practices across the four case sites and to begin to investigate the effects of variation in content management practices on characteristics of the available textual content. The article suggests how the framework could be used in future research to investigate how content&#13;
practices affect content characteristics such as quality, quantity, and cost and to investigate how and why content management practices change over time.

This study explored differences in DeCSS posting between EU member nations, the PRC, Hong Kong, and Macau. DeCSS is a software program that circumvents DVD copy and access protection systems. The study investigated the number of websites in each nation that posted DeCSS. The&#13;
study also examined the degree to which website authors included political speech on their websites referring to changes in copyright law brought about by World Intellectual&#13;
Property Organization Treaty requirements. It also&#13;
examined whether or not websites made reference to&#13;
Free/Open Source software. Results found no DeCSS posting websites in the PRC, Macau, Luxembourg, Spain or Portugal; and results found few DeCSS posting websites in Hong Kong, Ireland, Italy and Greece. Results show more DeCSS posting websites in northern EU nations, especially the Netherlands, Germany, the UK and France. The paper draws on institutional theory and collective action theory to suggest explanations&#13;
for the observed differences in DeCSS posting.

This study explored use restrictions found in licensed scholarly resources from the fields of history/art history, engineering and health sciences.  The analysis developed a framework of use restrictions that distinguishes between soft restrictions - which discourage use - and hard restrictions - which strictly prevent use.  Soft restrictions include: extent of use, obfuscation, omission, amalgamation, frustration and warning.  The study concludes that these soft restrictions are relatively common in licensed scholarly resources.  Further, while hard restrictions are less common, they are not unknown.  The study questions whether librarians should be doing more to challenge use restrictions.

This report describes the results of an Institute of Museum and Library Services (IMLS) funded study to investigate the use of technological or policy tools to control patron access to or use of digital collections of cultural materials created by U.S. archives, libraries and museums.  The technological and policy tools serve primarily to control copying or other reuses of digital materials.  These collections include digital surrogates of cultural materials such as historic photographs, books, and manuscripts, audio files of music and oral histories, fine art and design images, maps, and physical archival and museum objects.  Other examples include born digital files such as digital thesis and dissertations, GIS files, natural and social science data sets, or born-digital folkloric audio and video collections.

Using measured spin-transfer rates from alkali atoms to 3He, combined with spin-relaxation rates of the alkali atoms due to 3He and 4He, it should be possible to di?erentiate between isotropic and anisotropic spin-exchange. This would give a fundamental limit on the 3 He polarization attainable in spin-exchange optical pumping. For K-He, we ?nd the limit to be 0.90?0.11.
